I was wondering if I make 2 of these servers for The Center and Scorched Earth, would I be able to transfer items/dinos in between them? Also, just to make sure, I obviously can't transfer items/dinos between two different owners of two different unofficial servers right?

If you have not purchased the expansions for ARK, please DO NOT attempt to transfer to the expansion maps. So what is happening here and what should i do?

You indicate that "it may be a bit before I get internet hooked up". This only works on the official scorched earth servers and some (good configured) unofficial servers. I'm relatively new and have been enjoying the game so far, although playing solo on a PvPvE server.

I'm considering transferring to another server that has no night raiding or a PvE/PvP cycle and teaming up with some people as I realise that that is a bulk of the game, however I don't particularly fancy leveling all the way up again.

Even if you found an unofficial server to transfer all your dinos to, you'd need to keep them alive.
